When it comes to the permission to send Reiki energy to someone, there tends to be some disagreement among different practitioners as to whether or not it’s OK to send healing energy to someone without their explicit approval or permission.
This is where the “higher self” comes into play. Sometimes the physical individual might not be in a position to express their permission, such as if they are unconscious, or far away out of reach by standard communication means.
Experienced Reiki practitioners solve this dilemma by opening the healing session with an affirmation and intention that “all Reiki energy be sent with love for the highest good of all concerned; if it isn’t received, may the energy be sent to the Planet Earth” – or back to yourself, or to your Reiki Bank, or somewhere safe. The recipient’s higher self, which is always aware of the highest good, will then decide whether or not to accept the healing flow.
It is safe to send healing energy this way, even if we don’t have permission, because Reiki can never do any harm (if you feel that the energy you send can harm someone, then perhaps it’s not Reiki energy being sent – it’s perhaps a good idea to talk to your Reiki Master in this case).

I’ve made it a practice to send it out with the intent to be used by the intended and the universe. It doesn’t have an expiry so I tell the individuals that it is there when they need it. If I haven’t requested to send to the individual I send it for healing the situation not the person.
I have jad yo ask the higher self of my partner to send him healing as he has suffered a brain injury and can not talk at the moment. But when i am around him i only need to touch him and my reiki is flowing so i guess he is giving his permission just by that happening
If energy follow thought, then every time you think of someone, you are sending them some Reiki. So the idea of permission becomes a bit ridiculous.
However, there is still a reason I have my students ask the question “Why am I not asking permission?” The idea is not about permission, but about keeping their intentions clear. If the answer to that question is “Because I think they will say ‘No,'” then their intentions are not clear. Their ego is in the way.
From where this reiki emerged/originated and what about its effect and authentication and recognition from various governments?
